As NomCom nominated member of the GNSO assigned to the CPH, I must tell you that I have never gotten the feeling that anything discussed in either group of the CPH is driven by hate. Moreover, over the last year the discussions on budget, reviews and the need for a lot of volunteer support for the very necesary policy development have been the main issues discussed at all levels of the GNSO, CPH and Registries and Registrars stakeholder groups. I really see no reason by reading the letter to assume any hidden motivation for this letter and hope that LACRALO as a Group will do as well. We really have to avoid such comments unless you have any way to substantiate them. The budgetary, personal and accountability stress that the oong list of reviews has on the whole organization is more than well documented, as you can see from the recent blog and webinar that will deal in detail with short and long term proposal from the organzation to the community to deal with the high responsability of all review. I can't read more in Graeme's letter that a very big worry about the high standars we expect from all reviews that justify the newly won independence of ICANN. IMHO both letters were written with more hate than real toughs. I might agree that the external review have some trues, but my first reading a while ago is that it also contains a bunch of missinformation and half trues (reading both letters, I can find where they came from).
It was the work of a lot of people, not only from ALAC, but from all the RALOs, involved in the preparation of the answer, also there were at least two comment periods, and the opportunity to submit comments to the LACRALO or ALAC working on it (I was not in ALAC, nor in the WG, altough I send several comments at the time).
This is almost in the final steps of approval (or not) from the Board, to begin an implementation plan, where for sure, we all need to put more than a grain of sand to make it work, not only for ALAC, but importantly for LACRALO.

There is a standing item on the At-large Review on the ALAC agenda, and the letter(s) will be discussed. HOWEVER, a main point of the CPH letter was that we did not address all of the issues raised in the ITEMS International Report. IMHO both letters were written with more hate than real toughs. I might agree that the external review have some trues, but my first reading a while ago is that it also contains a bunch of missinformation and half trues (reading both letters, I can find where they came from).
It was the work of a lot of people, not only from ALAC, but from all the RALOs, involved in the preparation of the answer, also there were at least two comment periods, and the opportunity to submit comments to the LACRALO or ALAC working on it (I was not in ALAC, nor in the WG, altough I send several comments at the time).
This is almost in the final steps of approval (or not) from the Board, to begin an implementation plan, where for sure, we all need to put more than a grain of sand to make it work, not only for ALAC, but importantly for LACRALO.

Dear ALAC Chair, Alberto Soto made us aware of the CPH letter a few days ago, expressing his very justified worries. Alejandro Pisanti made a motion for a full dicussion of this preceived lack of communication about the handling of ALAC Review comments and quite a few of the LACRALO members seconded Alejandros motion, myslef included. As I can't participate tomorrow in the ALAC call, because of a conflicting ISOC working group, on Chapter performance by the way, I asked the 3 membes of LACRALO to take it up during this call. I greatly appreciate your gentle suggestion, but I'm no one to disuss mertis as I don't chair either group or voted for any of the drafts that hav created this perception. But as former collegue of your in the second ATRT review, and beacuse of the whole Review issue being dicussed right now you can be sure that I'm VERY ashamed to be a vounteer in two different SO/ACs in ICANN that seem to be communicating so badly! I'm on assignment in Suriname but dearly wish to add my 2 cents to this debate. Pity is my 2 cents will involve delivering a history lesson, for which I now don't have the time. I am socialized to the view that when you wish to see whats in the gut of an ant, sometimes its best to step on it. And in my view, the CPH missive offered nothing more than a disapproval of the ALAC's approach to interpretation of the ITEMS report, NOT on what of the report was given consideration by the ALAC. As I understand it, what was produced for the Board has had the full treatment of the entire ALAC and, some outside the ALAC. I frankly am in a minority in certain areas of the At-Large response since I would have preferred the language of the response to be direct, pungent and memorable. That idea was rejected on account the membership erred on the side of appeasement. The CPH narrative has a history; largely bound to this idea advanced by embedded elements of the CPH that "we" are the ones providing the money to support the layabout At-Large tourists. While it is undoubtedly true some of our brethren has laboured assiduously to encourage that labeling from those elements of the CPH, I wish to be clear about of my declared and on record position. That narrative is insulting, ahistorical and a execrable misstatement of fact. As NomCom nominated member of the GNSO assigned to the CPH, I must tell you that I have never gotten the feeling that anything discussed in either group of the CPH is driven by hate. Moreover, over the last year the discussions on budget, reviews and the need for a lot of volunteer support for the very necesary policy development have been the main issues discussed at all levels of the GNSO, CPH and Registries and Registrars stakeholder groups. I really see no reason by reading the letter to assume any hidden motivation for this letter and hope that LACRALO as a Group will do as well. We really have to avoid such comments unless you have any way to substantiate them.
The budgetary, personal and accountability stress that the oong list of reviews has on the whole organization is more than well documented, as you can see from the recent blog and webinar that will deal in detail with short and long term proposal from the organzation to the community to deal with the high responsability of all review. I can't read more in Graeme's letter that a very big worry about the high standars we expect from all reviews that justify the newly won independence of ICANN.
I look forward to your feedback and comments on our next LACRALO call, maybe on 28 May if it gets confirmed, as I have another call tomorrow monring and wont be able to follow the ALAC call.

We really have to avoid such comments unless you have any way to substantiate them.
The budgetary, personal and accountability stress that the oong list of reviews has on the whole organization is more than well documented, as you can see from the recent blog and webinar that will deal in detail with short and long term proposal from the organzation to the community to deal with the high responsability of all review. I can't read more in Graeme's letter that a very big worry about the high standars we expect from all reviews that justify the newly won independence of ICANN.
I look forward to your feedback and comments on our next LACRALO call, maybe on 28 May if it gets confirmed, as I have another call tomorrow monring and wont be able to follow the ALAC call.
