The following is a summary of the positions in the Statement: - The revision contains parts of the analysis that are faulty. - The RALO-ALS structure may appear to create layers and barriers, but in Reality promotes member contribution when executed correctly. - Local ALS provides linguistic support for policies. - 3 out of 5 RALOs prevent individual users from getting involved Directly and the remaining 2 are working on mechanisms for Commitment of the users. - Participation in working groups is possible for any member, Either through an ALS or directly. - Therefore, we do not believe that the Empowered Membership Model such as Is currently designed to be of benefit to the Community, Especially since it means a disturbance to At-Large. - We also do not support the use of the Nominating Committee for Select a group of candidates and a random selection for the Seat 15, as this completely takes away the ability to choose a candidate For the ICANN Board. - We agree with some of the other recommendations that really Help improve the effectiveness of our community's work So far, the other four RALOs have ratified the Declaration by Consensus or by formal votes.
