My apologies for doing this but I realised that the previous draft may not work from a GAC point of view. Including the GAC as a ‘participating’ AC means that they will have to formally agree to signing up to the Charter and in the past this sort of thing has proved almost impossible for them. Better, in my view, to allow for their participation in the usual way which is to ‘observe’ and contribute. Thus, there is a small amendment to Background and 3 consequential amendments to 3.1.
