As promised, I have copied an updated version of the draft skeleton panel-formation proposal to Confluence: https://community.icann.org/display/croscomlgrprocedure/Draft+Panel+Formation+Proposal

The updates are: code ranges and questions on case, identical glyphs (also cross-script), pre-composed characters, combining marks and punctuation.

I also added a list of code points at the end – are they displaying correctly for you?

As usual, I welcome your comments and offers for help in drafting sections.
