Dear colleagues, 

As currently written, what we have provided are technical justifications for the decisions which we have taken.  What I believe we need to add as well are non-technical explanations for why we made the decisions, and our reasons for declining to consider the suggestions from the comments. 

We can, of course, simply offer up the statement made in one of our meetings last month to the effect that a comment "Only represents on person's opinion."  I don't know if we want to be quite that frank, but we do need something which will tell a non-expert why we did what we did.
