Dear Colleagues, 

After much thought, I have reluctantly concluded that, when our final report is published, Appendix E (Confusables) should be removed entirely.  

The information contained therein would, no doubt, be useful to whatever Similarity Review Committee is eventually established.  And I would therefore hope that we can find some other way to communicate it to them.  

However, as a public document (which our final report will be), Appendix E becomes a roadmap for DNS Abuse.  Anyone wanting to cause a problem need only look at it to find specific suggestions for variations on a DNS name which will succeed in confusing the user.  Accordingly, I think it needs to go.
