Pitinan and Dennis were right and I was wrong.

In the definition of IDNA, the term "LDH Label" include both "true" ASCII LDH labels and A-labels. "True" ASCII LDH labels are called "NON-RESERVED LDH Labels" or NR-LDH labels for short.
