Hi Bill, thanks for trying to address my observation. Actually, I’m even more confused now because you are talking about domain names. This LGR is only applicable to top-level labels (i.e. single labels, not domain names as in sld.tld).
I think this is how it should go: “Most variant types are ‘blocked’. There are few of the type ‘allocatable’ to allow for accepted alternate uses of certain letters e.g. Sharp S and Dotless I.”
The LGR procedure already explains the expectations on implementation of ‘blocked’ variants, so there is no use to repeat this here.

Let me propose the following revision of the Variant Disposition paragraph. (I hope Pitinan can work out how to get it into the XML version.)
Variant Disposition: With the exceptions discussed below (involving Latin Letter Sharp S or Latin Letter Dotless I), all variants are of type "blocked". Domain names that differ only by one or more variants are mutually exclusive. Once a domain name containing these variants is chosen, other domain names which differ only by one or more variants should be blocked. There is no preference among these variants.
I hope this may be clearer.

I reviewed the latest HTML XML-output (22 Apr); here is some feedback for your consideration.
1.
Repertoire. I did a quick summary of the repertoire and found 219 elements. The comment section at the top of the HTML document refers to 218.
2.
Variant Disposition. It is not clear what this paragraph is trying to say (at least I don’t understand it fully). It seems it is trying to explain what policy might recommend.
If so, then it may be best idea to leave it out.

Suggest editing “Overlapped sequence: one sequence with a variant "ss" is overlapped with a code point "s" that has a variant of its own. To ensure that the sets of variant
labels are well-behaved, additional variant mappings, including an out-of-repertoire sequence had to be defined: U+0455 U+0455, among others.”

Not specific to the LGR, but feedback for the LGR Tool. Spotted error while testing label ‘ıß’ (0131 00df). Error also happens with sequence 00df 0131. See screenshot
below.
