Same happened in Outlook Web too, but only in Firefox.      Gmail’s Courier appear in the old uninterrupted style,  but with a single underline

Attached is my part of the analysis.
 
Note particularly that, in Yahoo mail on Firefox, labels in Courier font are double underlined.  The upper underline is interrupted by diacritics below the line (or by letters which merely continue there), but the lower is not.  Which I find makes those diacritics indistinguishable.
