Thank you Nadira, I am adding the indicators, however I shall refer to EAI and IDN deployment and usage indicators rather than the indicators that measure the online environment related to the next billion which actually has many aspects to it including connectivity, costs, education, etc... ( I took part of what Ahemd wrote, I am so sorry ahmed as I just saw your amendment now and I incorporated many of it below). I think that all the words that you have in bold are now included. Abdelmoneim kindly chime in.


so this is my suggestion is


We, the Middle East (ME) community members participating in ICANN64 community forum in Kobe, Japan addressed in this statement the concerns of the Universal Acceptance (UA) project with the consultation of the wider ME community. UA supports inclusion, allowing users to build their own Internet identities and strengthens their online experiences.

To help in advancing the UA Project we recommend to ICANN the following:

 *   Develop a UA open repository from different scripts
 *   Collaborate and coordinate with all stakeholders such as private sectors, technical and academic communities and            governments to take their first steps towards UA readiness

 *   Conduct a region-focused survey on how to promote IDNs, Email Address Internationalization (EAI), and UA within          the region

 *   Develop Indicators that measure the readiness of the UA online environment and explore the best applied

      practices that relate to IDNs and EAIs

 *  Guide APIs builders specially the open-source community to make it generic for all the available languages scripts

     considering RTL languages and actively engage software developers and  service providers on the topic of universal

      acceptance

 *   Allocate a budget to universal acceptance community-driven efforts
 *   Address the human aspect of universal acceptance by launching a UA awareness program
 *   Allocate more resources to label Generation Rules and support the community
 *   Propose guidelines on means of coordination between UA project actors

We finally note that our recommendations contribute to ICANN strategic goal 3.1 of the ICANN 2021-2025 strategy

We, the Middle East community members stress on the concerns of the Universal Acceptance project as a Foundational requirement for a truly multilingual Internet, in which users around the world can navigate entirely in local languages.



To help making good progress in the UA Project, we recommend that ICANN:



❖      Guide the APIs builders specially the open-source community to make it generic for all the available languages scripts considering RTL languages.

❖      Encourage the coordination efforts of all the stakeholders, towards UA readiness by developing a repository systems and

❏      Identifying the applications and modifying the current systems that should be UA ready,

❏      providing guidelines and toolkits for how to make new applications UA ready.

❏      Compiling UA issues inventory for different scripts that affect the project.

❏      Preparing guidelines and procedures on how the coordination between the different UA project actors

❖      Pave the way to develop indicators to measure how much the UA online environment is ready to handle the next billion multilingual internet users.

❖      Allocate more budget and resources to this community-driven efforts for LGR-2, IDNs and raising awareness within regional language communities for more engagements conducting more outreach in specific area of UA.





Hoping our recommendation will support ICANN strategic goal 3.1 of the ICANN 2021-2025 strategy.

Its too long to be covered in 2 minutes. So what we can do is that we take the statement and only share the recommendations from it, instead of all the statement in its entirety.

Also, yes, we discussed the point suggested by Hadia above, and I agreed to it. so if we don't have have any disagreement, we may go with that in the next revision together with a couple of other comments which we received during ME Space.
