Search engines (Google at least) doesn`t care about the domain or TLD when it comes to page ranks because it looks to other factors such as back links that improves Page Ranks which improves listing.

 

And this is a nice article retweeted once about the topic https://webmasters.googleblog.com/2015/07/googles-handling-of-new-top-level.html?m=1 by John Mueller, Webmaster Trends Analyst at Google.

 

Yet it`s unfortunate we don`t see any Arabic IDN ranked well but if you Google ".شبكة" you will find اسماء.شبكة https://xn--ggbla1c4e.xn--ngbc5azd/ indexed successfully and ranked among the first few results.
