One of the issues raised was concern that additional rules would create barriers to entry and would be detrimental to competitive market.   The point is quality of service to everyone and a level playing field... this would not advantage existing registrars over applicant registrars.  It may weed out some registrars not offering the best service, or it may provide impetus for their reform.  Both are a good thing.  I want a healthy market, and some improved regulation and closing of loopholes will create a more level playing field, greater predictability (for investors and for end-users), and improved basis for comparison of registrars.

Still, the point about the escrow requirement imposing a relatively more onerous burden for companies in some areas of the world should not be dismissed.
