It seems reasonable to have one list (NA Discuss) open for public discussions with everybody contributing and one list for voting purposes with only voting members on it (NA-ALS). Perhaps what we need to discourage is having people post to both when posting to only one is what is needed.

Just my two-cents worth.

This is my understanding too. It's perhaps not the most efficient way of recording votes, but let's keep the "official" voting list until we come up with a better solution.
