As I explained at the dinner last evening, my concern is that taking an
overly enthusiastic position in favor of free speech is, in my view, likely
to stall the process of introducing new gTLDs even further and, in the end,
do a disservice to free speech and communities whose language is expressed
in non-ASCII community. I am particularly concerned with the latter and was
enlightened by the comments of the National University of Singapore prof who
spoke at the Freedom of Expression forum. I believe a model similar to the
UDRP will offer an appropriate balance between free speech interests and
brand owners. I am not sure it will adequately protect those who live on
the other side of the digital divide as a result of having non-ASCII
character languages and would be in favor of tweaking the model, as
necessary, to better address this unique issue.

NCUC is doing a press release on this campaign shortly.
ALSs that support shoudl consider signing on. I'd also like to ask our NA
RALO to consider endorsing this and considering submitting its own
particular views on this topic. perhaps other RALOs might endorse as well.
I have disseminated this to my constituents and to several other listservs.
The *Keep The Core Neutral Coalition* is committed to protecting freedom of
expression and innovation in domain name policy at ICANN.
This means basing gTLD-approval policy on criteria of only a
technical/operational and related nature, and refraining from embedding any
particular national, regional, moral, or religious policy objectives into
global ICANN policy.

Making no comment about the campaign, I do recommend that those interested
in this important subject review the current draft of the gTLD report,

This is a very fundamental area of ICANN policy, which will have effects for
many years to come throughout the world - informed participation in this
debate is always the best kind of participation.

Indeed, we should assemble recommended & required readings. Network
Neutrality has been a longstanding effort among groups I work closely with,
and there are many subtleties and more to the point many fronts on which we
must be attentive to policymaking on the issue, not just at ICANN.
How might we be more coordinated in our effort to educate the public and our
constituents on the issues we take up?
How might we better organize and maintain recommended readings by topic?
