Important issues have been raise, and I agree a full and open discussion needs to take place.<br><br>I think there will be times when we feel ICANN has not heard our voice, and is not acting in the interest of our constituents.&nbsp; Reserving certain mechanisms to address those circumstances will be important for the RALO, and is in the spirit of our purpose.&nbsp; 
<br><br>I consider this a matter of the balance of interests.&nbsp; Other interests will exercise their voice and power, and they will not always be in the public interest.&nbsp;&nbsp; I think of the equivalent &quot;branches of government&quot; principle... we are not a rubber stamp here to support everything that ICANN&nbsp; may decide.&nbsp; We are here to make sure that the voices &quot;At Large&quot; have a vehicle to be heard.
