Evan, I believe that we *have* ratified the OP and Code of Conduct.  That

didn't need to be approved by ICANN staff as it was the NARALO Operating

Principals and Code of Conduct and ICANN has no say in same.  The MOU is

totally different as it is an agreement between the NARALO and ICANN.

OK, that makes sense. I sit corrected.
