I don't believe that we have any hard/fast rules on this. I can't see why either of the leaders can't nominate someone. It would probably be prudent to let the person being nominated know in advance in case they can't act in that capacity but I don't think this is a necessity at all (as long as the person met the criteria). I nominated myself the first time and the second year I did mention that I wanted to go for another term. I do not see any problem for anybody to nominate anybody to any position as long as the person that is being nominated belongs to the region. However, It is always good to previously check with the person that is going to be nominated otherwise the person might say no at the end. I previously served as the NARALO delegate on the very first Nominating Committee. The job requires a substantial time commitment for monthly teleconference meetings, plus weekly reviews of Statements of Interest, and frequent outreach/recruiting for additional candidates. It also requires international travel to one or more in person meetings, usually after ICANN meetings. Done properly, it is a substantial obligation that I wouldn't surprise anyone with.
