Mr. J. Philemon Kissangou, Chair of ISOC-Congo, the technical manager for a local ISP, with a masters degree in téléinformatique, a diploma on Telecommunications Policy and Regulation, and a trainee at the Internet Governance Working Group Secretariat (based on two years course work with the diploFoundation) and prior chair of Centre Africain de Complementarite Scolaire, Universitaire et de Promotion and ASCIS (African Civil Society for Information Society), has self-nominated for an AFRALO elected position. The incumbent, Hawa Diakite, has argued that as he is not a member of a certified ALS, he cannot stand for election.

I believe that NARALO is the only region that allows individual members, so Hawa is correct -- indeed I would wonder how Mr. Kissangou could self-nominate if he has no standing within AFRALO. I must say I have serious reservations about the intent of someone who wants to be elected as a RALO rep to ALAC without having yet participated for one minute in that RALO or been willing to play by its rules. It's easy enough to fix should the will exist. Heck, ISOC chapters already comprise more than one-third of At-Large. My response would be -- if Mr. Kissangou is serious about this -- to get ISOC-Congo registered as an ALS, and let's see what is contributed at that level before he runs. As Danny can certainly appreciate, diplomas and even experience mean zero if someone doesn't get involved, attend meetings etc. And so far there's no track record of his involvement in ICANN. So, on the balance, I must say I'm unimpressed by what looks to be a political action based on the limited information given. - - Evan -----BEGIN PGP SIGNATURE----- Version: GnuPG v1.4.6 (GNU/Linux) Comment: Using GnuPG with Mozilla - http://enigmail.mozdev.org iD8DBQFI4BtlB6WWYxnsgmwRAssNAJ0SaiwHExQVShmdFDSWGx3O2DW+UgCfWSD2 +/VHlcOxOSxsJWtr7AvLFHA= =OpfG -----END PGP SIGNATURE-----
