you to bring them forward.  Also, if anybody has any suggestions as to
alternative times so as to make Beau's life a little easier, please do
suggest them.  Perhaps 20:00 UTC would be better?  I encourage everybody's
comments.

cancellation was, unfortunately, blank, as seems to happen frequently with
my Earthlink e-mail. This is what was in the note. I am following it up from
a different e-mail address here, to make sure it gets through to everyone:

Greetings NA-RALO.
Due to the fact the chairman will be traveling somewhere between Atlanta
and New York, and that a significant number of us have only just returned
from the Prague ICANN meeting, I ask your indulgence for a postponement of
Monday's NARALO meeting by one week. We will meet next Monday, July 16, for
the regular teleconference at a tentative time of 19:00 UTC.
I say tentative because some have expressed having a conflict at this
time. If you have a conflict, please let Darlene Thompson, secretariat, know
in my absence. If too many people have a conflict with this new time, we
will come up with a better time for NA meetings. As it stands now, I prefer
late afternoons. It would be helpful if we can find an hour that does not
conflict with my children coming home from school at 3:45 pm EST, so it
can't be that hour (i.e., 3 p.m. to 4 p.m. EST) on weekdays.
Thanks to those of you who sent in some agenda points. This is a great
help to us as we usually do not get a lot of agenda input from the region.
So please try to send us any requested agenda items TWO WEEKS BEFORE the
meeting. Or send them at any time so that we can put them on the agenda for
the next meeting.

So, to be brief: I just finished a six-day productive, demanding and, yes,
unpaid stint in Prague just about a week ago now, as many of us did, and I
am now on vacation with my family in Atlanta, Georgia. I will be driving
from Atlanta to New York on Monday, which is a somewhat recent change of
plan due to circumstances involving repairs to my car. The meeting is
scheduled for a time when I will be in the car, driving, and not capable of
chairing a meeting.
Given that a) I am the chairman of the region; b) I don't get paid to be
chairman of the region and I am not accountable to ICANN for my vacation
plans, unless they involve extensions of airline ticketing and travel dates
around meetings, which this does not; and c) I have some operational
concerns about the region at the moment, which I have been having to deal
with, unfortunately, while on vacation with my family; then I ask the
region's tolerance for the request to postpone the meeting for a week. I
have also received complaints from a member of the region who does not like
the proposed time change, so we are attempting to address that. And thanks
to the region -- I am absolutely delighted at the building of the agenda.
This makes the regional meetings much more productive and worthwhile for
everyone.

Hello NARALO,

I would like to put forward my SOI for the NARALO Chair. Not because I am
dissatisfied in any way with current leadership, but because I want express
my commitment to this group and its goals.

I have been an active participant in NARALO for several years attending six
ICANN meetings, all self-funded with the exception of two. I believe my work
is directly geared towards advocacy for the Internet user at-large as well
as to holding ICANN accountable and transparent. As NARALO Chair I would
expand user involvement and elevate the importance of public disclosure. 
Research conducted by my organization and its members have resulted in
unprecedented changes and discoveries with the Internet architecture, and I
hope to expand this work.

Well, its "that time of year" again!
As per our Rules of Procedures, the Secretariat is to issue a call for 
SOIs for elected positions on July 1 of each year.  I was going to do 
this on Monday's meeting but since there seems to be confusion on that 
matter, I won't allow that to cause us further delays.
We need to elect three positions:  ALAC, Chair and Secretariat.  The 
current ALAC seat that is now coming up for election is the one that 
Evan is holding.  Evan has ran for one term and is eligible for a 
second, if he chooses to run.  The Chair and Secretariat positions are 
elected on a year-by-year basis.
Our ROP states that we are to allow a 30 day period to collect 
Statements of Interest for these positions during the 30 day period 
after this announcement.  The deadline for accepting SOIs, therefore 
will be Aug. 5, 2012.  If you are interested in any of these 
positions, please send your SOI to the list to be gathered.  We do not 
have any specific format for such SOIs - people generally just state 
what position that they are interested in and what they might bring to 
the position.  It is in our ROP that we are to try to choose these 
positions by concensus but if there is no consensus then a vote is to be
called.
Questions?  Comments?  General discussion?  SOIs?  Bring them on!

I wish to stand for re-election as ALAC representative for the 
North
American Region.
I have a very visible track record within ICANN, having served for 
two
years as Vice-Chair of ALAC after serving for two years as NARALO's 
first Chair.
I believe I have represented the region well, with a combination of
optimism and caution (dare I say cynicism) that I believe generally 
reflects the conflicted view of Internet end-users towards ICANN. I 
believe I have played a part in At-Large's growing confidence and 
respect within ICANN, notably in improving working relationships with 
the ICANN Board and Governmental Advisory Committee, as well as the 
production of clear, thoughtful policy advice on a range of issues. I 
speak my mind when I encounter wrongs, and attempt to make decisions 
that are accountable and justified on what is best for the At-Large 
community. I believe in open and constructive engagement, having 
created the NARALO and later the At-Large Skype chat areas as well as 
creating innovative proposals for At-Large end user outreach.
I hope I can again gain the support of the region to continue this 
work,
and especially to move forward the conversation on necessary ICANN 
reforms being advanced by the Future Challenges Working Group which I 
co-founded and co-chair. In addition I will continue my ongoing work 
to further embed end-user needs and concerns into ICANN's corporate 
core, and to ensure that the issues that matter to the North American 
region are well represented at ALAC.
