The ALAC Chair has a (flexible) tradition of trying to stay out of the "politics" of selections, both for the ALAC and RALOs. I am going to violate it in this case, and will explain why. NARALO has a sort of tradition of using the NomCom delegate as a staging area for volunteers to get actively involved with ICANN. That is, we have taken people with relatively little active involvement and recommended to the ALAC that they become NomCom delegates. This is a sharp contract to what most other groups do - choose their NomCom delegates from among their most seasoned veterans - those very familiar with both the sending body and ICANN as well (politics and all!). And they often send the same person multiple times (of course factoring in the NomCom term limit rules). This has several potential results: - The person has a pretty steep learning curve related to ICANN overall and given that; - Depending on the person's history, they may not have a strong background in At-Large in general (although generally a long-time background participant); - They do not have a strong history of regular engagement with ALAC and often tend to "disappear" into the NomCom (and I am quoting a former NARALO NomCom delegate here!) All of these can make the person less effective in their NomCom work and less effective in achieving good results from an At-Large perspective. Given those issues, we have been REMARKABLY well served by our recent NARALO-recommended delegates, and nothing I am saying is a criticism of those people. But I think that we need to re-think our methodology. I would like to nominate Eduardo Diaz as our NomCom delegate. He has previously served on the NomCom for two years, and as a departing ALAC Member, has strong ties with ALAC and At-Large, and particularly NARALO. POSITIONS
* NARALO Chair: Currently held by Garth Bruen (due to Garths leave of absence Interim Chair currently is Evan Leibovitch). Current term ends on 22 October 2015 at the end of the 2015 Annual General Meeting (AGM). The new term starts immediately after the end of the current term and continues until the end of the 2016 AGM. The Chairs position is not term limited and is eligible for re-selection.
* NARALO Secretariat: Currently held by Evan Leibovitch). Current term ends on 22 October 2015 at the end of the 2015 AGM. The new term starts immediately after the end of the current term and continues until the end of the 2016 AGM. The Secretariat term is not term limited and is eligible for re-selection.
* NARALO ALAC Representative Member: Currently held by Eduardo Diaz. Current term ends on 22 October 2015 at the end of the 2015 AGM. The new term starts immediately after the end of the current term and continues until the end of the 2017 AGM. ALACs representative term is term limited and will need to vacate the seat. This position needs to be filled.
* NARALO 2015 NomCom Delegate: The NA delegate to the 2013 and 2014 NomCom is Louis Houle. According to NomCom rules, a delegate may serve up to two consecutive terms. Louis has served two terms. Louis is term limited. NARALO must recommend a new candidate to the ALAC for selection as the NA delegate. NOTE : It is possible but not recommended to submit more than one name to the ALAC. The ALAC is not bound to accept RALO recommendations.
TIMELINE FOR ALL POSITIONS LISTED ABOVE
10 April 2015: Nominations Open
9 May 2015: Nominations Close
11 May 2015 - Call for consensus at the NARALO Monthly Meeting for positions where all nominees have either accepted or rejected the nomination (if required), the NARALO Chair will attempt to seek consensus on who to select.
16 May 2015 - Deadline for Nomination Acceptance. Self-nominations need not be accepted.
18 May 25 May 2015 - For any positions where consensus was not reached during the NARALO meeting, an electronic poll of NARALO ALSes and unaffiliated members will be conducted
October 2015 - Newly selected ALAC Members and RALO leaders shall be seated at the close of the 2015 AGM on Thursday, 22nd October 2015. The newly selected NomCom Delegate will be seated when the 2016 NomCom convenes
