Hi Glenn, I continue to be amused at any take on "Internet governance", which encompasses so much from cyberwar to crypto to AI and beyond, when it is viewed through the narrow (and legacy) lens of the DNS. In this particular context digital sovereignty is already available through the designation of ccTLDs and the global distribution of root server nodes. So much needs to be done in the other realms. If anything I would make more of an antagonist than protagonist to the proposal, since to me any thesis that depends on global leadership in Internet interoperability from the BRICS -- among whose members are some of the most Internet-restricting countries on earth -- can rightfully be laughed out of the room. No mention of Europe outside Russia, Africa outside RSA, Asia outside of China or the Americas outside Brazil? I struggle to take this seriously.
