FYI, a list is not needed for voting. We have a quite sophisticated voting tool which is paid for already; it is what ALAC and all the other regions use. To be more helpful in my criticism, the tool is cumbersome to use, impossible from a mobile device and hard to use quickly from any device. It requires several clicks to cast a vote and move to the next, does not present all votes on a single screen, and does not accept email input. Ideally to my mind, the software should send an email message with the contents of all votes, for which voters can either visit a website (and respond to all votes on a single page) or return the email with their choices indicated. Finally, it should not send out links until the polls are actually open, and should then send reminders a few days and a day before the polls close, to those who have not voted or have the option to change their votes. I've written software with all these capabilities, though admittedly not with internationalization or semi-secret balloting, so I know it's doable.
