Comment on the GAC Scorecard (2.2.3)
Proposed comment: Regarding the GAC Scorecard point #2.2.3, The ALAC notes the Board’s position that the community objection process is intended to deal with applications where there is substantial opposition to the application from a significant portion of the community. The ALAC views the current stage of the ongoing .xxx drama as illustrative of the community objection process. We encourage the Board to consider whether the type and degree of community objection displayed in San Francisco offers the sufficiency in the new gTLD process to trump the goal of increasing competition and providing additional choice.
Danny, The .xxx application was made under the 2004 rules for "sponsored" registries. The adult industry is just that, an industry, not a community. Please don't mix 2004 with 201x, though a return to 2004 would be highly beneficial for .scot, .wales, .eos (Basque Autonomous Region), .gal (Galacian Region), .bzh (Bretagne) and other communities. Eric
Hi Danny and Eric, It will be interesting to note that, at the ALAC level at least (and certainly in my own point of view), there is a shift in emphasis away from "consumer" and towards "end user", and away from "choice" and towards "trust". Too much of ICANN's approach to the Internet end-user world has been through the eyes of suppliers approaching their markets. This may be accurate wrt registrants, but not end users. Also, I am not sure if the .xxx experience is at all indicative of the objection process envisioned for future gTLDs, either by ALAC ot the status quo as expressed in the DAG. - Evan PS: The ".wales" proposal is actually ".cymru" -- until November it would have been ".cym" but lost that entitlement in favour of the Cayman Islands.
It would be appreciated if we in the community with an interest in this matter could be advised as to how the ALAC intends to proceed. Will a wiki page be set up to collect comments? Is a teleconference scheduled to discuss comments? Who will be the lead to produce the ALAC Statement? Will a note be sent out to all the ALSs by the respective Secretariats calling for rapid input? Will the Ex-Com be coordinating these activities? Looking forward to some feedback from those in the know.

Indeed, I have already started filling in a proposed response in the above-mentioned workspace (under "Thematic Response") and I welcome input. So far what I have written has been based on existing ALAC points of view (as stated in previous written comments), very welcome input on trademark issues from Alan Greenberg (who was part of the STI working group), as well as discussions I have had with many members of At-Large over the past months and years. (Note: Alan submitted a separate proposal, but I have incorporated it into my own as well). I have also incorporated the comments of Gordon C., found at the bottom of that URL, as well as Danny's reference (in an earlier email) to an apropos quote from Larry Strickland given at the recent ICANN meeting. So right now all the input I have had to work with has come from within NARALO. As you can see there is still much to be done and not much time. All input is welcome, so keep it up! - Evan
Dear Evan, this is an excellent start - but I note that so far, only NARALO has really spent much time working on this. May I ask all other RALOs to expressly look at this too? The deadlines imposed on us are incredibly short. Kind regards, Olivier Le 23/03/2011 04:07, Evan Leibovitch a écrit :

I'll be supplying comments also by day's end. Unfortunately it is a snow day in Ithaca and so I need to share the laptop with my autistic son all-day, rather than just before 8:30am and after 4:00pm. Still, I've comments and I'll send them. Eric
Thanks, Eric. In addition to any other comments, your attention is especially appreciated in helping address positions on root zone scaling (Scorecard #3), in which you have significant depth of knowledge. This is one area in which At-Large has not yet adopted a position -- the others relate to legal issues (scorecard #9 and #11). - Evan On 23 March 2011 10:05, Eric Brunner-Williams <ebw@abenaki.wabanaki.net>wrote:

Evan, I wrote up comments just before the SF meeting. Issues 1 and 2 http://wampum.wabanaki.net/content/board-gac-intersessional-positional-paper... Issues 3 and 4 (root scaling and market analysis) http://wampum.wabanaki.net/content/board-gac-intersessional-positional-paper... Issue 5 (vertical integration) http://wampum.wabanaki.net/content/board-gac-intersessional-positional-paper... I'll review these by the end of day and send them along, especially those relating to issue #3. Eric
