Hi ALSes,
We are seeking Regional Advice for a new ALS, The Great Washington DC Internet Society has applied to be an ALS in NARALO. I am sending their application to you along with an addendum for regional advice. As Glenn and I discovered there are many problems with the current application process especially as you can not amend the application to add in additional information. As such we are attaching an addendum. I have also added some notes to the application. Additionally, the group has Organization Members who provide financial support to the organization and have seats on the Council.
Also for transparency purposes we add that the Washington DC ISOC chapter is also involved with another ICANN constituency, they are a member of NPOC. However, there is no real place on the application for to show this. Additionally, as their by-laws state <http://www.isoc-dc.org/by-laws-2015/>http://www.isoc-dc.org/by-laws-2015/ , the Executive Director is a paid position. Remuneration amounts were not provided. My hope is always that all new ALSes that join NARALO will become actively involved and join several working groups and committees. Additionally one of their Council Members, Stephen Miller is an ICANN staff member. Another Council member is already heavily engaged with NARALO under a separate ALS. She has indicated to me that she prefers to remain active with that ALS and not with ISOC DC.
Please do let me know by the end of next week if you support having this group join as an ALS member. When you write me, please state the ALS you are representing to we can have an accurate count. I look forward to hearing from you.
Best Regards, Judith Hellerstein NARALO Secretary

Hi Joly,
Thanks for your comments. As we found out there is no way to amend the application so we added an amendment. We had seen several missing pieces and flagged several for questions to the applicant. We will notate this for our records. We will be writing a paper to give to Holly about changes we would like to see on the application so if you or others have any suggestion please do let us know.

Hi ALSes,
We are seeking Regional Advice for a new ALS, The Great Washington DC Internet Society has applied to be an ALS in NARALO.

CLUE wholeheartedly supports the application. Frankly, I am puzzled why this particular application demands a level of due diligence not expended on other applications -- down to describing unnamed members of the applicant involved in ICANN through other channels. Full disclosure: Within NARALO I am here representing one ALS, the Canadian Linux User Exchange. However, I am also a member of another ALS (GTALUG, though I fear I may not have renewed properly since my move), on the Board of Directors of a third (ISOC Canada), and a participant in a fourth ALS not even in this region (ISOC Switzerland). Am I in trouble? Is there a rule somewhere that demands only one entry point, or even considers such broad involvement a Bad Thing? Exactly when did such cross-participation become an issue worth flagging? - Evan On 12 February 2016 at 18:36, Joly MacFie <joly@punkcast.com> wrote:

I agree with Evan's comments that the level of inquiry appears to be a bit evasive or or at least out of scope. Evan's ALS as many of us wear multiple hats and full disclosure could be misunderstood. In the defense of the process of deep dive inquiry I think the intention has some validity as to getting to know new organizations, especially as to their composition and group endorsement. Very importantly is the role of the substitute. In recent months for our engagement the second contacts in our database tend to be irrelevant so the process needs some serious rethink. I am confident that ISOC Washington DC meets the current ALS due diligence. New processes need to be discussed in context to the ALS Review process. Sorry, but going forward such investigation is a complete waste of time and doomed to failure . By virtue of its application, the organization has indicated interest and answered the questions asked. Beyond that you can't read their minds or anticipate changes in leadership in the future that may shift more or less attention away from ICANN issues. Everyone would naturally like active ALSs to help share the workload, but you should resist anything beyond: "Here are our minimum criteria for ALSs. Of course we would love for you to contribute more, but we require at least [....]. Are you able to commit to this?" That's a yes/no question, to be answered to the best abilities of current leadership. Anything beyond that is unacceptable level of prying. Remember, one of the main points behind getting ALSs involved (as opposed to, say, members of NCUC) is that we are encouraging orgs that don't necessarily have Internet governance as a primary focus. So we should be applauding their very interest, regardless of whether or not they will be actively involved. The issue of keeping a current contact list is a challenge for any organization, frankly I think that's the role of staff rather than volunteers. It can be easily automated, and the scale of doing it globally for all regions makes the available tools quite cost effective. ICANN depends so much on volunteers that I'm stunned it doesn't have an organization-wide set of tools for this.
ISOC-DC is just the first ALS on this new procedure. Nothing having to do with them, just that they are the first one where we are taking a deeper dive in.
Please stop such "deep dives". This practice will not help, and it has immense capacity to undo the good of outreach being done. The ability to participate in ICANN is not such a prize that we have the luxury to be so demanding of newcomers. For ALSs, the demands are many and the rewards few -- we need them more than they need us. I remind that any group in the world can submit public comment directly to ICANN, they don't need us as a conduit. There needs to be a special reason why to participate through At-Large, and communicating this reason is the role of outreach. You don't want to undo that through needlessly invasive entry procedures. The amount of time that At-Large expends examining itself -- compared to the amount of time spent actually affecting ICANN -- has always been a source of astonishment to me. I am in complete agreement with Evan’s concerns. As the rep for Telecommunities Canada, I think admitting the Washington Chapter of ISOC as a NARALO ALS is a great idea. BUT! according to the process of admission as I understand it, by so saying I’m only contributing to the compilation of “regional advice” to ALAC. I’m not voting. Judith’s call for a vote is merely a straw poll, and in this case, I see even that as overkill. It’s ALAC that votes on admission, not us lower orders of angels and medieval scholars. GG

Hi Joly,
Thanks for your comments.
