Alan, Thanks for this. You will recall the technical issues we had relating to the 2018-03-14 NARALO ICANN61 San Juan F2F Meeting. I'm not sure discussing an item with a March 19 deadline at meeting on March 14th counts as adequate notice, btw. The broader issue is this: for concerns affecting the non majority body, I have noticed a determined and concerted pattern of early identification and extensive discussion of timelines, tactics and solutions. Every option is discussed, schedules are outlined, notice is given. Not so much for issues around full and fair access and participation by non majority, non wealthy individuals. and groups.
