Myles, If ICANN were just the DNSO, now the GNSO, and the CCNSO, I wouldn't offer a correction. However, as the IANA function clearly goes beyond the protocol using port 53, a "only if it's effecting DNS" answer to any question is not useful answer for any ICANN bylaws entity, ALAC and its constitutent regional organizations included.
