Information on ICANN's structure
Hello all, During our teleconference some participants said they would like more information on ICANN's structure. I've posted a diagram of the composition of the board and a link to more ICANN information at the bottom of http://www.icannwiki.org/The_North_American_Regional_At-Large_Organizati on , _________________________________________ Luc Faubert Conseiller en gouvernance TI et en gestion du changement / IT governance and change management consulting +1 514 236 5129 www.LucFaubert.com <http://www.lucfaubert.com/> www.LucFaubert.com/blog www.isoc.qc.ca <http://www.isoc.qc.ca/> www.ccig.ca <http://www.ccig.ca/> www.maillons.qc.ca <http://www.maillons.qc.ca/>

Thank you very much, Luc. To be honest, this seems like a very cumbersome structure for a group charged with relatively simple goals. I have a few comments about related to that. I'm sure they betray my lack of experience here, but I figure I'll never learn unless I ask: 1) the GNSO is supposed to represent consumers. Yet I thought that was what the ALAC was for -- what is the distinction between a member of an ALS and a 'consumer' of the Internet? Consider that Consumers Union -- the publisher of Consumer Reports and our would-be host in Yonkers -- is applying as an ALS. I'm confused by the overlap. If the RALO structure (at least this one :-) ) os obsessed with giving voice to individual consumers, why isn't this being fought for at GNSO as well? Or is NARALO just considered an easier target? 2) One body mentioned previously on this list -- the NCUC -- is not on your chart. 3) I don't understand the function of ASO, as there are no regional TLDs of which I'm aware (except for .eu) . Since each country with its own TLD registrar (ie, CIRA) is represented through CCNSO, isn't the ASO 100% redundant? This is like giving ALSs as whole one access to ALAC and another separate path through RALOs. 4) Of the 22 unaccountable Board members chosen by the nominating committee, are there are formal or informal guidelines on what constituencies they should be drawn from? 5) (Not related to Luc's chart, but really nagging) Is ICANN actually paying someone for those silly caricature drawings? Does anyone think they're worth having on the website? - Evan
Let me mention a few additional resource materials that could be of interest: 1. Diplo Foundation's Internet Governance Booklet & DVD - provides a comprehensive description of the key issues facing internet governance in general. There is some mention of ICANN, though the analysis is broader. http://diplofoundation.org/IG/default.asp http://www.diplomacy.edu/ig/Resources/booklet.asp The IG Booklet – Internet Governance Issues Actors and Divides - proposes a practical framework for the analysis, discussion, and resolution of the key problems in this field. http://www.diplomacy.edu/ig/dvd/ The FILM provides an introduction to Internet Governance through the views of leading policy-makers and academics on a wide array of related questions. ADSL (300kbps) 2. As there are several Canadians there - it is worthwhile to mention CIRA - The Canadian Internet Registration Authority http://cira.ca/en/about_mission.html Its governance mechanism, structure and mechanism for involvement and engagement of users is - in my opinion - more open and transparent vis-a-vis ICANN. 3. Ruling the Root - Internet Governance and the Taming of Cyberspace http://mitpress.mit.edu/catalog/item/default.asp?ttype=2&tid=8809 regards, Robert --- Robert Guerra <rguerra@privaterra.org> Managing Director, Privaterra Tel +1 416 893 0377 On 29-Apr-07, at 4:28 PM, Evan Leibovitch wrote:
