NOW OPEN: Nominations for At-Large Delegates to the 2014 NomCom
Dear All, On behalf of the Chair of the ALAC, Olivier Crépin-Leblond, we would like to inform you of the schedule for the process of appointing the regional At-Large Delegates to the 2014 Nominating Committee (NomCom). 1. Nominations Open: 27 May 2013 2. Nominations Close: 7 June 2013 3. Nomination Acceptance Deadline: On or before 14 June 2013 4. RALO nominee prioritization period: Between 14-24 June 2013 (this may include a vote if desired) 5. ALAC Notification: RALOs to transmit all accepted nominations with a recommendation for a preferred candidate if the RALO wishes to provide one by 25 June 2013 6. ALAC Review of RALO Recommendations/Additional List of Nominations Accepted: 25 June - 2 July 2013 7. ALAC selection and endorsement vote: Carried out on-line between 2 July - 8 July 8. Notification to NomCom of Appointees: No later than 12 July 2013 or as arranged with NomCom Secretariat Please note that the ICANN Bylaws (see: XI-2.4.e) <http://www.icann.org/en/general/bylaws.htm#XI-2.4> state: The ALAC shall, after consultation with each RALO, annually appoint five voting delegates (no two of whom shall be citizens of countries in the same Geographic Region, as defined according to Section 5 of Article VI to the Nominating Committee. Voting members of the 2014 NomCom are appointed for a one year term, starting after the close of the Annual General Meeting 2013 and ending at the close of the Annual General Meeting 2014. An At-Large ALAC and RALO Elections, Selections and Appointments 2013 Workspace<https://community.icann.org/display/atlarge/At-Large+ALAC+and+RALO+Elections...> has been created for these, and other, positions. Please feel free to add your nominations and comments directly to the workspace or by posting a message on your RALO mailing list. The NomCom's charge is as follows: The NomCom is responsible for the selection of eight ICANN Board Members and for other selections as are set forth in the Bylaws. (See Bylaws Article VII, Section 1<http://www.icann.org/general/bylaws.htm#VII-1>.) The NomCom is charged with populating a portion of the ICANN Board as noted above, as well as the ALAC, the ccNSO Council and the GNSO Council. The NomCom complements the other means for filling a portion of key ICANN leadership positions achieved within the Supporting Organizations and Advisory Committees. The Bylaws also state that the NomCom shall adopt such operating procedures as it deems necessary, which shall be published on the ICANN website. The NomCom is designed to function independently from the Board, the Supporting Organizations, and Advisory Committees. NomCom members act only on behalf of the interests of the global Internet community and within the scope of the ICANN mission and responsibilities assigned to it by the ICANN Bylaws. Members contribute to the NomCom both their understanding of the broad interests of the Internet as a whole and their knowledge and experience of the concerns and interests of the Internet stakeholders that have appointed them. The challenge for the NomCom is to integrate these perspectives and derive consensus in its selections. Although appointed by Supporting Organizations and other ICANN bodies, individual NomCom members are not accountable to their appointing constituencies. Members are, of course, accountable for adherence to the Bylaws and for compliance with the rules and procedures established by the NomCom. Dear Colleagues, I would recommend the incumbent, Glenn McKnight, be re-appointed as the North American regional At-Large Delegate to the 2014 Nominating Committee (NomCom). The reports from the NomCom to the NA-Discuss list during his tenure have been excellent. However he is term-limited out and no longer eligible. I know from others who have served on the NomCom that the evaluation of the candidates for selection to the Board, the GNSO, CCNSO, and ALAC is time consuming. I also know from those same individuals that the members of the NomCom, year after year, diligently execute the responsibility of finding the better choices for the open positions. Board members who have been selected by the Nominating Committee include: Vint Cerf, Susan Crawford, Hagen Hultzsch, Joichi Ito, Veni Markovski, Hualin Qian, Njeri Rionge, Vanda Scartezini, 2007: Harald Alvastrand, Dennis Jennings, Jean-Jack Subrenat, Steve Crocker, Katim Touray, Rajasekar Ramaraj (2nd term), George Sadowsky, Cherine Chalaby, Bertrand de La Chapelle, Erika Mann, Steve Crocker, Judith Vasquez, Olga Madruga-Forti, Gonzalo Navarro, and George Sadowsky (2nd term). ccNSO Council members who have been selected by the Nominating Committee include: Becky Burr, Nashwa Abdel-Baki, Jian Zhang, Sokol Haxhiu, Hong Xue, and Mary Wong. GNSO Council members who have been selected by the Nominating Committee include: Jon Bing, Avri Doria, Olga Cavalli, Terry Davis, Olga Cavalli (2nd term), Andrey Kolesnikov, Carlos Dionisio Aguirre, Lanre Ajayi, Thomas Rickert, Jennifer Wolfe. ALAC members who have been selected by the Nominating Committee include: Alan Greenberg, Annette Muehlerg, Vanda Scartezini, Fatimata Seye Sylla, Nguyen Thu Hue, Alan Greeberg, Adam Peake, Jame Seng, Carlton Samuels, Dave Kissoondoyal, Sebastian Bachollet, Marc Rotenberg, Ganesh Kumar, Titi Akinsanmi, Rinalia Abdul Rahim, Carlton Samueles (2nd term), Alan Greenberg (2nd term), and Jean-Jacques Subrenat. This record of selecting talented and dedicated people to serve in positions of responsibility impresses me, and I'd like to contribute to it. Michael Froomkin suggested I submit a SOI for a NomCom position in 2006, and that caused me to re-examine my cynicism after the failed .NET redelegation as to the ability to improve an organization that seemed then to me to be captured by industry. As I have for many of the years subsequent to Michael's suggestion, I've a SOI -- an offer to serve where needed -- before the 2013 NomCom. I offer to serve on the 2014 NomCom, and ask for nominations, knowing full well the time required and the professional responsibility selection will certainly entail, and the confidentiality required. Sincerely, Eric Brunner-Williams Eugene, Oregon
I second Eric's nomination. (Even though he left me off the nomcom- appointed ALAC list LOL. But I was appointed to the interim ALAC and that is probably why!) Jean Armour Polly On May 27, 2013, at 7:12 PM, Eric Brunner-Williams wrote:

Another election, another re-subscription after a year's absence. At least it's predictable. On 28 May 2013 07:18, Jean Polly <netmom@gmail.com> wrote:

This is just my PERSONAL opinion and does not reflect the opinion or consensus of anybody else in the entire universe. I just find it very interesting that the person requesting nomination disappears for our list for years at a time and just pops back into it each time we have an election. I call into question his actual support for and commitment to NARALO or the At-Large structure itself. Again, this is strictly a personal opinion and does not reflect either my position with the NARALO or anybody else's views. D Darlene A.
