From the links you have shared, it seems you had doubts about Unicode, ASCII, Devanagari Code-page and Telugu code page. The links you shared are good starting points.

There is a Unicode Chapter which gives more detailed insight into Unicode in connection with the brahmi based scripts which we are dealing with. Link below.
