Dear NPOC Members,
It is my pleasure to nominate Carlos Dionisio Aguirre for the position of NPOC Policy Chair.
Carlos is a lawyer from Argentina and a pioneer in the development and evolution of the Internet ecosystem in Latin America. For more than 20 years, he has actively participated in ICANN and Internet governance spaces, consistently advocating for the interests of non-commercial users and promoting the meaningful participation of civil society within the multistakeholder model.
Throughout his long trajectory, he has contributed to policy discussions and community work across the ICANN ecosystem, including participation within the GNSO community and other Internet governance initiatives focused on the public interest and users’ rights.
In addition to his extensive community experience, Carlos has also built a strong academic and professional background. For more than two decades, he has served as professor at the Faculty of Law of the National University of Córdoba, teaching Economics and Internet Law as well as Law and Economics, helping to bridge the fields of law, technology, economics, and digital policy.
He is also founder of AGEIA DENSI Argentina Chapter, through which he has promoted dialogue, awareness, and engagement around Internet governance and digital ecosystem issues. Furthermore, he has organized conferences and academic forums related to Internet governance and emerging digital policy challenges.
I believe his experience, institutional knowledge, strategic vision, and long-standing commitment to non-commercial users make him an excellent candidate for the role of Policy Chair. His regional perspective from Latin America, combined with his broad experience within the ICANN community, would be a valuable contribution to NPOC’s policy work.
Thank you for your consideration.
Kind regards,
Hannah Frank
