You might recall this initiative started at a Barcelona meeting by the ICANN board with webinars and hiring a consultant to work on a proposal conducting public comments and organizing plenary sessions at ICANN meeting. As a group, we expressed our concerns about such efforts and its scope. We need to review this new paper for public comment. We also should have in mind ongoing effort like in GNSO with PDP 3.0..
