Thanks for this.  I agree there should be more than one document. Also instead of giving everyone editing rights, I would suggest we give everyone suggestion rights and have 1-2 people controlling what goes in.  People could list their names when they write their comments and that would be helpful

Perhaps what would also be helpful is to divide up the questions posed by the public comment and then we could respond to each of them. I find that this is helpful in writing a public comment

Additionally when dividing up and responding to the questions which are often similar in each of the public comments for .org, .info, .biz we may have the same issue or points to get across for each of the public comments. So one thought is that we might think of some combined text that we could put on each. I am not sure if NPOC has done it this way before but could be a good idea. One example could be to insist on UA this is a large problem for non profits both who use English as their main language and those who use other languages.  The Issues for UA are not only IDNs and how the language is read (right to left or left to right) but also for non-profits with domains longer than 3 characters.
