HI Olivier,

I know many people who may be members of another organization that is not interested in being an NPOC member or being an ICANN member but this person is interested in getting involved with NPOC and its mission as they feel aligned to it. Also sometimes organizations they are involved with only choose certain persons to be their rep and this does not encourage others to get involved. There are many reasons. Many people do not feel aligned to NCUC and so I see no reason for them to be excluded from joining NPOC

I also know Government people in other countries who are aligned with At Large/NPOC but feel they cannot join either of these groups even if that is their passion because of their employment. Allowing individual members allows them to join. There are a number of reasons why individual members works well.

In NARALO we have allowed individual members for a long time and this option lately has been a very attractive option for certain people

According Judith's point, We discussed that point some time ago when we were working on that issue and I remember the new charter proposal includes a sentence where says (more or less) "another cases will be reviewed case by case", so I think that your example could be among those cases.

I disagree. A person may wish to be active in npoc because they believe in their mission, goals and objectives but do not believe in ncuc, so you are in effect saying no we do not want you? Why? What is the harm? The goal is to have active reps who believe and advocate and are active on the npoc mission so why exclude people. There are many reasons why you may want to join as an individual, ranging from you are in the govt, your org is not interested in applying or the org will not appoint you, you do not have an org whom you belong to who meets your own values
