Dear all NPOC Community, here my Candidate Statement for your Knowledge and analisis:
Name: Carlos Dionisio, AGUIRRE
Affiliation: AGEIA DENSI – Argentina
Position applied for: NPOC Policy Chair
Why are you running for the position?
I am running for the position of NPOC Policy Chair because I believe NPOC must continue strengthening its role as a strong and active voice for non-commercial users and not-for-profit organizations within the ICANN ecosystem.
As a lawyer and University professor from Argentina, and a pioneer of the Internet ecosystem in Latin America, I have been involved in Internet governance and ICANN-related discussions for more than 20 years, and from the begining consistently advocating for the interests of non-commercial users and civil society organizations.
Throughout my trajectory, I have participated in policy discussions within the ICANN ecosystem, including engagement with the GNSO community and broader Internet governance initiatives. I was part of GNSO Council by NomCom. I have also worked extensively in academia and civil society, promoting awareness and dialogue around Internet governance, digital rights, and public interest issues.
One of my priorities as Policy Chair would be to strengthen NPOC’s engagement with not-for-profit organizations and communities that rely on the DNS ecosystem, including organizations that use and depend on the .ORG domain space as part of their mission and visibility online. I believe NPOC should continue fostering dialogue with relevant stakeholders and registries while ensuring that the interests of non-commercial users remain fully represented in policy discussions.
In addition, I believe outreach and direct engagement with NPOC member organizations is essential. If elected, I would work to establish closer communication with NPOC organizations across regions, making myself available to listen to their concerns, encourage participation, and help connect policy discussions with the real challenges faced by not for profit organizations.
I also believe that policy development should not remain limited to experienced participants. One of my goals would be to help make policy discussions more accessible and understandable for newer members and organizations interested in participating in ICANN processes.
My experience as founder of AGEIA DENSI (22 years ago), university professor (since 1993), organizer of conferences and academic forums related to Internet governance has allowed me to build bridges between academia, civil society, and the technical and policy communities.
I firmly believe that NPOC has a core1 role to play in protecting the public interest and strengthening the participation of non-commercial stakeholders within the multistakeholder model.
Do you have any conflict(s) of interest?
No, I do not have any conflict of interest that would prevent me from serving as NPOC Policy Chair.
How many hours per week are you able to dedicate to the position?
I am able to dedicate approximately 6 to 8 hours per week to the position, and additional time when required during ICANN meetings, policy processes, or public comment periods.
Are you involved in any Working Groups or PDP efforts, if so please state:
Yes. I have participated in many policy discussions during 21 years as well as Internet governance initiatives within the ICANN ecosystem for many years, including engagement with the GNSO community, being 3 times ALAC member as well, and all of that discussions related to non-commercial users, public interest issues, Internet governance, and civil society participation.
Thanks to have all of it in consideration at your vote time.
