Newly-appointed GNSO Councilors will begin their terms, and the GNSO Council will elect a new GNSO chair and GNSO Council vice chairs. Today, the GNSO Council will hold a two-part meeting. Part one of the meeting will focus on priority issues in GNSO policy development processes, for example the GNSO Council is expected to vote on Phase 2A recommendations of the Expedited Policy Development Process on the Temporary Specification for gTLD Registration Data. Part two of the meeting will focus on administrative matters and planning for upcoming GNSO Council projects and activities. The goal of the session is to understand what the ccNSO should do with respect to Domain Name System abuse, in addition to what is already happening at the local and regional ccTLD level. Based on the guidance of the ccTLD community, the ccNSO Council will plan ccNSO involvement in the discussions about DNS abuse and related activities that could assist ccTLDs. Agenda During the first part of the session, the working group received an update on the ccPDP4 on (de-)selection of IDN ccTLD Strings. During the second part of the session, the working group discussed recommendations of the New gTLD Subsequent Procedures Policy Development Working Group to establish a mechanism that allows specific parties to challenge or appeal certain types of actions or inactions that appear to be inconsistent with the Applicant Guidebook. The Working Group considered whether such a challenge process should be available where an applied-for TLD label, whose script is supported by the RZ-LGR, is determined to be “invalid.” Highlights - Kenny Huang (ccPDP4 Chair) and Anil Kumar Jain (ccPDP4 Vice Chair and alternate Liaison to the IDNs EPDP) provided an update on the status of the ccPDP4 on (De-)Selection of IDN ccTLD Strings, including work underway and planned timeline for completion of the ccPDP. One particular area of focus was the Variant Management Subgroup, which has the clearest connection to the work of this EPDP. Discussion also focused on establishing regular touchpoints between the two working groups to ensure coordination on relevant topics. - The working group discussed the possible procedural application of the RZ-LGR into the new gTLD application process, based on the 2012 round process flow and a set of assumptions. - The working group considered a draft process flow document detailing where a challenge process could be applied for cases in which an applied-for TLD label, whose script is supported by the RZ-LGR, is determined to be “invalid.” Next Steps The Working Group will resume its normal meeting schedule following ICANN72 and continue deliberations on charter Topic A: Consistent definition and technical utilization of Root Zone Label Generation Rules. It is important for newcomers not to get discouraged by the fast-paced work at ICANN, and to stay committed and engaged.” Rao Naveed Bin Rais Pakistan Rao Naveed Bin Rais began his ICANN journey as an ICANN Fellow in 2014 at ICANN50 in London. Since then, he has been involved with ICANN in different capacities and attended at least 14 ICANN Public Meetings. During ICANN72, Rais will be appointed as an At-Large Advisory Committee (ALAC) member for two years. Rais sees ICANN as “an organization that is open, accountable, and transparent while following the concept of a bottom-up multistakeholder model.” He is most interested in ICANN’s work on the new gTLD subsequent procedures, Internationalized Domain Names and Universal Acceptance, and the security and stability aspects of root servers and domain names. MEET THE ICANN FELLOWS "As I became more familiar with ICANN concepts and groups, I began to provide input in the working groups. This in turn helped me to clarify how to address certain concerns I had with reverse DNS and GDPR." Nicolas Fiumarelli Uruguay Nicolas Fiumarelli is a Computer Engineer and has been involved in ICANN since 2015 at ICANN53 in Buenos Aires. Fiumarelli’s interest in ICANN is influenced by both his professional work and his involvement with the Latin American and Caribbean Internet Addresses Registry (LACNIC). He is actively involved in the Address Supporting Organization (ASO), the Latin American and Caribbean Islands Regional At-Large Organization (LACRALO), Internet Service Providers and Connectivity Providers (ISPCP), and the Universal Acceptance Steering Group (UASG). An advocate of the multistakeholder model, Fiumarelli helped to kick off the Youth Internet Governance Forum (IGF) in Uruguay in 2016. Since then, he been involved with IGF activities in Uruguay, either as a fellow or mentor, and helps organize the meetings. Fiumarelli is interested in reverse DNS security, Universal Acceptance, registry protocols and security, IPv6, and quantum Internet. He encourages the community to join in the discussions and help to evolve the multistakeholder participation to be more inclusive. Meri Baghdasaryan University of Pennsylvania Carey Law School Meri Baghdasaryan is part of the NextGen@ICANN72 program and this is her first ICANN Public Meeting. Baghdasaryan is a lawyer by profession and is often involved in cases regarding Internet governance processes in relation to users’ rights. This prompted her to join the NextGen program in order to learn more about the technical aspects of the Internet. She hopes to gain a holistic view on Internet law and policy matters. Over the last five years, Baghdasaryan has been involved in the Internet governance ecosystem, mostly as a member of the European Dialogue on Internet Governance (EuroDIG) and the South Eastern European Dialogue on Internet Governance (SEEDIG), as well as serving as a steering committee member for the Eastern European Group of the Youth Coalition of Internet Governance.
