Proposed Update to Recommendation 7 by CCWG-AP

One of the items on our agenda is the Proposed Update to Recommendation 7 by the New gTLD Auction Proceeds Cross-Community Working Group (CCWG-AP). This proposal was made in a letter from Board Chair Tripti Sinha to the Chairs of the CCWG-AP Chartering Organizations - https://www.icann.org/en/system/files/correspondence/sinha-to-clemente-et-a… . In essence, the change widens the cases where ICANN's accountability measures cannot be used by applicants to the grant program. As one of the active participants in the CCWG and (I think) the person who originally raised the issue of limiting accountability processes, I support the proposed change. There was no attempt to limit the restriction within the group. We just didn't identify all of the possible aspects. As the drafter of the original statement giving ALAC support of the CCWG-AP, I have drafted a brief response to the letter. SFICR $$ for GTLD prog. - clarification

As promised in today's OFB meeting, I went back to the Dec. 13 webinar to check out the response to my question re: use of SFICR funds for new GTLD program. I hope this summary of the discussion clarifies things. I don't think we need to ask for further clarification as Xavier's explanation was very clear. The decision to release $13M from the SFICR for this purpose was made by the board on Oct. 26, 2023 (as shown on the webinar slide deck at 44:21) Draft ICANN FY25 Operating Plan and Budget Community Webinar Dec. 13 -- 17:00 UTC session (52:33) -- 58:00) Question: Marita: I see that some of the funding for the new GTLD rounds is coming from the SFICR fund. Was that always the intention? Since the new GTLD round is meant to be cost neutral, would that money be returned to the SFICR? Response: Xavier The funds in the SFICR come from the surplus over the past few years and was designed to implement community recommendations. As the new GTLD program is a result of a community policy recommendation, it is appropriate to use some of the SFICR fund for that program. So it is consistent with the purpose of the SFICR. Cost of the new GTLD program is meant to be covered by the fees for the program and not more -- meaning that the organization should also not be excessively benefiting from the fees. So the SFICR funding relates to funding necessary for expenses incurred for development and preparation expenses during the period before the application window opens during which the fees will be collected. This is a timing issue and we are advancing the funding for those expenses and the fees will eventually reimburse the organization for those development and preparation costs. It is up to the board to decide where to allocate those funds in the end. There is no entitlement nor obligations to return that money to the SFICR. At the end of the day, it will depend on the needs of the community and organizational work at that time. Marita

REMINDER: Dear All, Following the ICANN org announcement<https://www.icann.org/en/blogs/details/streamlining-resource-requests-from-…> to streamline community resource requests, all communities are encouraged to use the Annual Operations, Planning and Budget process for its resource requests. To adapt to the new process the At-Large Operations, Finance, and Budget Working Group (OFB-WG) has developed a new streamlined process, including criteria and timeline<https://community.icann.org/display/atlarge/FY25+At-Large+Funding+Request+W…>, for the development, review, and implementation of the FY25 At-Large Funding Requests. The OFB-WG and ALAC will determine which At-Large Review Funding requests are included in the ALAC response to the Annual Operations, Planning and Budget public comment. IMPORTANT NOTE: All At-Large Funding Requests will need to be submitted through completing the Online Funding request form.<https://forms.gle/uoK6NadquBsU7VwY6> The deadline to submit requests to At-Large staff is 16 January 2024. Folks We need to schedule an OFB WG meeting either in the coming week or the week after. Items on the agenda: Determining how we are going to manage reviewing and commenting on both the PTI and ICANN plan and budget - since this year, the two are being released at the same time - 12 December Review of ALAC’s view of the Strategic Initiatives in order of priority. (this may not be necessary if the Board’s decision in ICANN 75 was no change - noting this is the final year of the 5 year plan - as discussed in the OFB WG meeting) - Silvia - pleases confirm if that was the Board’s decision Review of the new ABR process and timelines and review of the Supplemental Funds for the Implementation of Community Recommendation (I always forget what the acronym stands for) and where that fits into the OFB WG schedule Jonathan - you mentioned inviting Carlos - the would be helpful Announcement - and maybe discussion - of the two webinars planned on the PTI and IANA budgets and financial plans (12/13 December) What about someone from the from the Planning Team talking to what results then have on community input on the FY25 Strategic Trends Additional thoughts: Reminder to WG members of their opportunity to take part in the third Environmental Scan session (the first two were at ICANN 75) - on 16 November - Silvia - is there a recording of that available - it is run at 0200am for me and not so hot for the rest of Asia Pacific for the matter . And JZ - at some point could we make the point to ICANN to try to run at least two timeframes for webinars so that the Asia Pacific region doesn’t have to get up at ungodly hours! And a reminder - the OFB WG workspace has been updated to include new timetables Its there anything else we need to discuss in preparation for commenting on the budgets? Holly

Hi Heidi and Silvia - and Ricardo I’m happy with Silvia’s agenda - but I’d also include a link to the Holistic Review on the agenda page so that attendees have access to the document in time to read/refresh their memory of the review. And Ricardo are you comfortable with your session - leading up to Hamburg? (I note neither of us will be at Hamburg) My experience is that meetings really need a chair who is actually physically present when they are being held mainly in person - which leaves both of us not really suitable for chairing. I”ll have a word with JZ about that. I’d imagine the best time for our meeting after this is after ICANN 78 - but we should have a briefing on the PTI budget before it is released for comment - which we can discuss at the coming meeting. Thanks both to Heidi and Silvia. The OFB page looks so much better - particularly with an obvious link to back meetings. The first (NomCom2 Review) needs a quick response. NomCom2 Review - Comments Due 29 May - COMMITTEE MEMBERS WANTED Given the very short space of time to provide comments, could anyone interested in responding to this issue let staff know BY THURSDAY, 11 May, and prepare a draft answers to the questions by 19 May - or at the latest- 22 May, allowing time for ALAC to vote on the response. Please see the Bylaws Amendments and Documents to Implement the NomCom2 Review<https://community.icann.org/display/alacpolicydev/Bylaws+Amendments+and+Doc…> workspace for the details and the template for the statement. Correspondence on NomCom Rebalancing This is another proposal coming out of the NomCom2 Review. While the GNSO has not responded to this recommendation - and thus it is not listed for public comment - the Board is still seeking a response from other AC/SOs. The members of the NomCom review group above could also develop a response to this request.
