Let me suggest that in addition to rethinking the reviews, let's recommend a change to the bylaws.  The bylaws should specify there should be an orderly and regular process for reviewing the effectiveness of ICANN organization and operation.  The board should be tasked with establishing the process and schedule.  This will make it possible to adjust the process through board action and not require either violating or changing the bylaws when we can't keep up with the mandated schedule.

There was a lot of discussion at ICANN82 about the PHR and Reviews as a whole. Attached please find a copy of a letter Sophie and I sent to the SO/AC Leadership and select Board Members earlier today which summarizes the discussions and recommends potential pathways forward. While we await direction from the Board, we are inclined to cancel next week’s meeting.

If you think we should hold the meeting please let Jessica know by the end of day, Thursday, 27 March. If there is a consensus to proceed with the meeting we will do so.
