Dear subgroup members,

I have updated the first-pass planning documents for WHOIS1 #5-9, for your further review and comments. Please focus on the “Questions we will need to answer in assessing whether the objective has been reached“ to make sure we are on the same page and all agree on it.

I also have the plan to interview ICANN's contractual compliance team and WHOIS Accuracy Reporting System (ARS) project team. How do you think about it? I’d like to consult your opinions first before I go further.

During the plenary call #18, I raised the need for additional volunteers for this subgroup, giving the intensive materials to be reviewed.

• Establish mandate, objectives and timeline for the work 
• Determine topics for investigation and validate against ICANN Bylaws
• Identify briefings/data sources needed
• Determine requirements for independent expert(s) and – if necessary – develop statement of work
• Adopt statement of work and associated work plan

The first milestone will be for subgroups to complete the attached planning document.
