If a subgroup cannot reach consensus, then the report should document the differences and submit to the plenary for further discussion.

On a related matter, Rapporteurs should reach out to group members to try to get positive agreement that they are fine with the report, but should not unreasonably delay submission to the plenary due to silence of team members.
