While GDPR is the elephant in the room being adressed right now, we should be very cautious about dismissing other relevant legislation around the world by focussing on only one. I assume that with regard to timing, ICANN addressing the GDPR will already take care of many other applicable privacy regulations, considering GDPR is one of the more stringent and forceful regulations. Timing should therefore not be affected. Also, we do have the fallback deadline in paragraph 2.
So I do not understand your issue here.
