Well, that procedure has been deeply flawed for years and any attempts to modify it into a workable procedure that could actually be used by contracted parties have been effectively blocked by certain particular interests within the community. Like a vampire, this precedure deserved to be staked and must now be replaced by a process more in line with reality and the needs of contracted parties. Yet another reason to be thankful for GDPR. Cannot now from the publicly-available information say the parties followed the ICANN Procedure for Handling WHOIS Conflicts with Privacy Laws.  But it appears that procedure now has a wooden stake to its heart.
