Historically, what discouraged new members was the lack of a stable and defined process for (a) accepting the payment, (b) getting them onto the relevant lists. At present, upon receiving notification of a registrar desiring to join, accepting and crediting the payment and getting them onto the lists can be done in a couple of minutes.
