Summary

 

Two comments were received. One was spam; one concerned a different matter to the one under discussion. The NeuStar comment period used the open registryservice at icann.org forum, which contained three previous comments for registry service applications from Telnic and PIR. As no significant objections were received, the amendment was executed following the meeting of the ICANN Board of Directors in San Juan, and posted on the ICANN website.

 

 

Analysis

 

No relevant comments were received. Comments using the same forum space for previous proposed registry services would appear to indicate that the comment space is visible, although the degree of visibility is uncertain. The comment period was announced on the ICANN homepage on 8 June 2007 (http://www.icann.org/announcements/announcement-08jun07.htm) and added to the Registry Services RSS feed.

 

The value of having a single comment space for registry services (rather than a separate space for each proposed service) may be worth reviewing. This was originally added at the request of the Registrars Constituency in October 2006. However, when more than one registry service may be under discussion at a given time, there are risks of confusion. This occurred during the comment period for the NeuStar Amendment to implement the bulk transfer after partial portfolio acquisition service, as a public comment period was also running on Telnic’s Whois proposal (# 2007004). Staff resolved this by creating a separate public comment forum for the extended comment period on Telnic’s proposal.
