This document presents the history of DNS root server system comprehensively and it's very good for people to understand what the evolution path of DNS root server system.
I have the following comments after review it:
1) In the second paragraph of Subsection 2.1 (page 7): “transitioning the ARPANET to the DNS” should be “transitioning the manually managed name service in ARPANET to the DNS”. It also appeared in other places, for simplicity, we can say “transition to DNS” for the later ones. [also for MILNET]
2) It's better to have some more description of JEEVES and BIND, then readers can understand better what the difference between them and why BIND is used widely.
3) The use of abbreviation and the corresponding full-name should be checked, for example, after the first time of Domain Name System (DNS), DNS can be used directly.
4) Both NSFNET and NSFNet appear.
5) ICANN plays a very important role in the DNS root service. After ICANN was established in 1998, it acts the functions of IANA. It’s better to describe this big change in the main text (in Subsection 2.8-2.9).
6) The full-name of NTIA is needed in Subsection 2.10.
7) This document is mainly about DNS root server system. In Subsection 2.10, the IANA transition is explained. But it’s mainly about the function of DNS root zone management. So, there is a little confusion for the readers about the relationship between root zone management and root server system under IANA transition.
