 I would like to nominate myself as the RSSAC Delegate to the ICANN Nominating Committee (NomCom). I am a Professor of Wireless Telecommunications at the University of Ilorin, Nigeria, and a member of the RSSAC Caucus. My extensive experience in recruitment, selection, and governance makes me well-suited for this role.

I have gained leadership and governance experience through my service as a board member in financial and academic institutions. My expertise in recruitment and selection is demonstrated by my involvement in high-level selection processes for executive roles. I have extensive experience in ICANN's Supporting Organizations (SOs) and Advisory Committees (ACs), providing me with deep insights into internet governance. I am also committed to diversity and inclusion, with a strong track record in global stakeholder engagement and mentoring. My participation in strategic selection processes across various organizations has strengthened my analytical and decision-making skills.

Currently, I serve as a board member of a Nigerian bank, where I actively participate in recruitment processes. I recently led the selection and recruitment of a Deputy Manager, representing the board in the exercise.

Additionally, I am the Director of the Center for Research Development and In-House Training at the University of Ilorin. In this capacity, I recently oversaw the recruitment of research managers in collaboration with a recruitment firm for various disciplines within the university. As the Director, I actively participated in the selection process, ensuring that candidates possessed the necessary skills required for the role. I hope to bring this experience to the ICANN NomCom.

I have served on several university-level selection and appointment committees. Currently, I am a member of the committee overseeing the recruitment of the Dean for my faculty at the University of Ilorin. In 2012, I was a member of the Selection and Appointment Committee for the Vice-Chancellor of the University of York, UK. In 2014, I participated in the selection process for Fountain University, Osogbo, Nigeria. In 2016, I was involved in the appointment of the Vice-Chancellor for the University of Lagos, Nigeria, and in 2024, I took part in the selection process for Kwara State University, Malete, Nigeria. As the Head of the Department of Telecommunications Science at the University of Ilorin and the most senior member of staff in the department, I have also been a member of the faculty recruitment panel since 2018.

My experience in other internet governance fora is extensive, ranging from local to regional or global IGF, IETF and regional RIR (I have previously attended at least 1 meeting of all the 5 RIRs) . More importantly, I previously served as a NomCom member for the Internet Society Nigeria and was appointed as an ALAC member by ICANN NomCom from 2018 to 2020, giving me firsthand experience of the selection process as a candidate. I was also involved in the selection process for the At-Large representative position on the ICANN Board Selection Committee, where I served as an ALAC member from 2018 to 2020.

Additionally, I serve as a Universal Acceptance Ambassador, advocating for a more inclusive and multilingual Internet. I have been a selection committee member for both the NextGen and ICANN Fellowship programs. Hence, I was able to gain some knowledge about the recruiting and selection process within ICANN. Since ICANN 61, I have attended all physical ICANN meetings except two and actively participated virtually during the COVID-19 pandemic.

My broad experience in selection processes across multiple sectors, coupled with my deep understanding of ICANN and its structures, makes me an ideal candidate for the RSSAC Delegate to NomCom. More importantly, having gone through the NomCom process as a candidate, I bring a valuable applicant’s perspective to the role. I am confident that my skills, experience, and commitment to ICANN’s mission will contribute significantly to the success of the Nominating Committee. I am a team player, and my experience representing Nigeria at the ITU, where I work with people from different backgrounds, would also be beneficial.

It is time to begin the selection process for the RSSAC Delegate to the ICANN Nominating Committee (NomCom). The role is a two-year term beginning at the conclusion of the Annual General Meeting to be held during ICANN84 in October 2025. With this notice, a one-month nomination period via this distribution list is now open. Nominations or self-nominations will be accepted and require a second. Nominees must then accept or decline their nomination and may provide a statement with more context for their decision. The nomination period will close at 23:59 UTC on Monday, 28 April 2025. The RSSAC will then consider the slate of candidates during its May teleconference.

 

According to the Section 27.5(e) of ICANN Bylaws, “For the Nominating Committee with a term commencing at the conclusion of ICANN General Meeting in 2025, only those seats identified in this Section 27.5(a)(i)-(iii) shall be filled, each for a two-year term. No person who served either or both of the Nominating Committees with terms ending at the ICANN Annual General Meeting in 2024 and 2025 shall be eligible for appointment to this term.” Therefore, Rao Naveed Bin Rais, who served on the 2024 ICANN NomCom as the RSSAC liaison, and Erum Welling, who has been serving on the 2025 ICANN NomCom as the RSSAC delegate, are ineligible for this appointment.

1.2.7.6 Outgoing RSSAC Delegate to the ICANN Nominating Committee

 

The outgoing RSSAC Delegate to the ICANN Nominating Committee is specified in the ICANN Bylaws. The term for the outgoing RSSAC Liaison to the ICANN Nominating Committee shall be two years. No individual may serve as a delegate for more than two terms. In addition, no individual may serve in consecutive terms. An individual will only be eligible to serve a second term as a delegate on the Nominating Committee if a minimum of two years has elapsed between the end of their term and the beginning of the term for which they are being selected. The RSSAC must elect the outgoing RSSAC Liaison to the ICANN Nominating Committee according to the outgoing RSSAC liaisons election procedure (Section 1.2.7.9) from the members of the RSSAC Caucus.

 

The outgoing RSSAC Liaison to the ICANN Nominating Committee acts as a conduit between the RSSAC and the ICANN Nominating Committee reporting on matters that need to be coordinated or communicated between the two bodies. The role requires discretion, management skills, and considerable time commitment.

 

1.2.7.9 Outgoing RSSAC Liaison Election Procedure

 

One month prior to each election, nominations will be accepted for the outgoing liaison position and announced on the RSSAC distribution list. During the meeting that includes election of an outgoing liaison position on its announced agenda, additional nominations will be accepted, and all nominees will indicate their intentions: to accept or to decline their nomination.

The RSSAC uses ranked choice voting, as outlined in Section 1.4.3 for electing outgoing liaison positions. In the event that only one candidate is standing for election, the RSSAC may elect the new outgoing liaison by acclamation.

The RSSAC Chair will forward the name of the outgoing liaison-elect to the reciprocating body.

If a vacancy exists in an outgoing liaison role, the RSSAC will elect a new outgoing liaison through this process.
