Followings are my comment and question for the current version:

Comment:  in 3.2-A, it's better to list some key examples of the "current DNS protocol";

Question: in 3.1-A, the "service-delivery locations" means geographical locations or topological locations? 

And the "infrastructure elements" in 3.1-A has same meaning with "components" in 3.7-A?
