I find the second sentence (“At this time…include a sub-string”) somewhat confusing. Generally I think “at this time” comments aren’t really relevant.
Thanks, I meant to respond about that too. IMHO, all history should go into the history appendix and the main text should be specific to the recommendations/requirements.
