“If the load-time metric is unavailable, it should not be listed.”

I think this is good.  In the case where you see”the new zone SN but are unable to determine the load-time, a value of “-1” seems just about as useful as having no entry at all.  A failed load of a zone is interesting, but the lack of a load time is not necessarily the same as a failed load.
