Dear All,

Attached is a very preliminary working draft to begin the section on "Consumer Trust".

I have included an aspect about Consumers as Domain Name Registrants which appears to

duplicate other sections being drafted.  But I felt we should sort that out later and at least

put this in now for discussion and comment.

We are just at the very beginning of the external research study on Consumer Trust.

And I am keeping in mind that we need to be prepared to revise or expand these key concepts

based on the findings of that study.
