Attached is an updated draft with my comments and proposed revisions.  I took the last revision from Omar and added to it.

I have proposed a new section with the title "Cost Impacts & Considerations".  I feel it would be worthwhile to
invite discussion from all sides including cost of compliance and cost of non-compliance to consumers and businesses.

Also, I have added some questions under the Applicable Laws section.  One point is to try and capture the issue
of sensitive personal data versus non-sensitive personal data.   Another point is to invite discussion about domain registrants as data subjects or data processors and controllers.

A gentle reminder that we agreed to review the draft issues paper, and circulate comments by close of business on Monday. The Team has asked Alice to edit the comments, and we're hoping to set up a call on Wednesday with this as the only agenda item.
